The OpenSSL files that come with PowerBuilder are only used for EasySoap Web Services. They have nothing to do with SCC support by PowerBuilder.
Your SCC Provider likely uses OpenSSL for encryption of data when transmitted between the client and server machines.
If you are not using EasySoap Web Services, you should be able to delete the files that come with PowerBuilder. Save them somewhere not in your system path just in case you need them later. Once you have done that, the SCC Provider will open the ones in it's install folder.
