Please share PSUPDTEC.ELG .Meanwhile follow SAP Notes  1840990 - Phase JOB_RSUPDTEC, Errors occurred during Resolve inconsistencies in TABART-TABSPACE mapping

1965701 - Upgrade using SUM in phase MAIN_TRANSEXEC/PARDIST_TRANS fails with error : No new lines found in logfiles

Also try to execute job RSUPDTEC manually and check the status for same under transaction SE37 by providing function module SUBST_CHECK_BATCHJOB.
